This online resource is intended to be of benefit to IOCs, oil and gas service companies, lawyers and other service providers, and also regulators or ministries who may be wishing to see how their policies, laws or guidelines stack up against others. We don't yet claim that it is comprehensive, but to assist in the mission of it becoming so, we would very much value input, suggestions (even criticism) from any party with an interest in local content, skills transfer, capacity building, human resources and related issues.
The Norwegian Agency for Development Cooperation
The Norwegian Agency for Development Cooperation has an Energy practice area that focuses on Oil for Development. The program focuses on resource management, including policies to stimulate technological development, education and vocational training and involvement of local industry.
Check out the OfD Module for Local Content. This module addresses questions such as the definition of local content development, the challenges in the procurement process, and the key measures for creating a foundation for local content. Additionally, the module analyzes the roles of the different actors in the local procurement process.

Extractive Industries Transparency Initiative
The Extractive Industries Transparency Initiative (EITI) aims to strengthen governance by improving transparency and accountability in the extractives sector. The EITI supports improved governance in resource-rich countries through the verification and full publication of company payments and government revenues from oil, gas and mining.
Ghana Extractive Industries Transparency Initiative
The Ghana Extractive Industry Transparency Initiative is the Ghana subset of the global initiative aimed at following due process and achieving transparency in payments by Extractive Industry companies to governments and government linked entities.
